User Agreement (Terms of Service)

Last Updated: August 26, 2026. This User Agreement constitutes a legally binding public offer between Individual Entrepreneur ILIA KONUSHIN and any individual or legal entity using the services provided on https://relei.cc.

1. Definitions

Service (Relei.cc): The software and logistics platform operating at https://relei.cc, providing assisted purchases, package forwarding, virtual receiving addresses, and financial transfer assistance.

Virtual Address: The receiving warehouse address provided by the Service to the Client for delivering local purchases in Russia or regional transit hubs.

User ID: The unique alphanumeric identification number assigned to each registered Client to track incoming packages and manage account records.

Assisted Purchase (Buyout): An agency service where the Executor purchases items from third-party sellers or marketplaces on behalf of and at the expense of the Client.

Mail Forwarding: The service of receiving, inspecting, storing, consolidating, packaging, and dispatching international parcels belonging to the Client.

Financial Assistance: The service of fulfilling the Client's instructions to execute payments, purchase orders, or facilitate funds transfers into or out of Russia.

2. Subject of the Agreement

The Executor agrees to provide, upon the Client's request and for a fee: provision of a Virtual Address for receiving postal and courier deliveries; procurement of items from third-party sellers (online stores, classifieds like Avito, marketplaces, auction houses) on behalf of the Client; warehouse processing, visual receipt inspection, storage, consolidation, packaging, and international shipment dispatch; payment processing and financial transfer assistance.

The Executor acts strictly as an agent (intermediary) and is neither the manufacturer, owner, nor direct seller of the items purchased on behalf of the Client.

3. Account Registration & User ID

To access the Service, the Client must register an account on https://relei.cc and provide accurate personal information.

Each registered user receives a unique User ID.

The Client must include their User ID in the address line or recipient details when ordering packages to the Virtual Address. The Service is not liable for delays, lost packages, or identification failures caused by incoming shipments missing a valid User ID.

4. Purchase, Receiving, and Storage Terms

4.1 Assisted Purchases from Third Parties: The Executor executes purchases based on links, specifications, and instructions provided by the Client. The Executor assumes no liability for the quality, authenticity, hidden defects, completeness, or seller misrepresentations of items bought from third-party marketplaces or private sellers (e.g., Avito, Meshok, Litfund).

4.2 Intake and Storage Policies: Standard intake includes parcel registration and 1 standard visual verification photo of the outer package/box. Additional services (detailed photo reports, item testing, extra protective packaging, custom box reinforcement) are available for an additional fee. Free storage: 10 calendar days per parcel. Starting on the 11th day, storage is billed daily. Parcels unclaimed after 90 days may be disposed of without compensation.

4.3 Multi-Item Orders & Consolidation: If an order contains multiple items, or if the Client combines multiple individual incoming parcels into one outgoing package, the shipment is classified as a Consolidation. Consolidation incurs additional processing fees, starting at $3 USD for each additional item/parcel beyond the primary item.

5. Customs Clearance, Export Regulations & Cultural Property

5.1 Customs Declarations: The Client bears sole legal and financial responsibility for the accuracy of item descriptions, quantities, and Declared Values provided in international customs declarations (CN22/CN23).

5.2 Liability for Customs Rejection: If a shipment is rejected, detained, fined, returned, or denied export/import clearance by customs authorities, the Client bears full financial responsibility for all associated expenses (return shipping, secondary export fees, customs storage, destruction fees, re-dispatch costs). The Executor's service fee remains non-refundable.

6. Prohibited Items

The Client agrees not to use the Service to purchase, receive, or ship any items restricted or prohibited under international postal regulations or applicable laws.

The Executor reserves the right to open and inspect any parcel suspected of containing prohibited goods and report violations to enforcement authorities.

7. Fees, Dynamic Pricing, and Payments

Currency: Accounting and order calculations are conducted in USD ($) or local currency equivalents at current gateway exchange rates.

Dynamic Pricing & Commission Rates: Service commissions are calculated dynamically based on current rates published on https://relei.cc or presented in individual order quotes. Commission tiers and shipping tariffs are subject to update at the Service's discretion.

Prepayment Requirement: All services, item buyouts, international shipping tariffs, and fees must be paid in full (100% prepayment) before any item is purchased or dispatched from the warehouse.

Non-Refundable Agency Fees: Completed purchase transactions and agency service fees rendered by the Executor are non-refundable once executed.

8. Limitation of Liability & Force Majeure

Carrier Liability: The Executor is not liable for shipping delays, package damage, loss, or postal disruptions caused by third-party logistics carriers (Russian Post, EMS, Boxberry, CDEK, DHL, or destination national postal operators). In case of insured package loss or damage, the Executor will file insurance claims with the carrier on behalf of the Client.

Liability Cap: The total aggregate liability of the Executor under any claim shall not exceed the service commission fee actually collected for the specific order in dispute.

Force Majeure: Neither party shall be held liable for failure to perform obligations due to events beyond reasonable control, including military actions, sanctions, banking blockades, government restrictions, border closures, or natural disasters.

9. Privacy & Data Security

By registering an account or placing an order, the Client consents to the collection, storage, and processing of personal data (full name, delivery address, phone number, email) necessary to fulfill requested services.

Personal information is shared only with logistics carriers, customs brokers, and payment providers directly involved in fulfilling the Client's order.

To comply with AML and KYC regulations, the Service reserves the right to request identity verification and proof of address before processing high-value transactions.

10. Governing Law and Dispute Resolution

This Agreement and all legal relations between the parties shall be governed by and construed in accordance with the laws of Georgia.

Any dispute shall first be submitted for resolution through formal written negotiations via support@relei.cc. The review period for written claims is 14 calendar days.

If a dispute cannot be resolved amicably, it shall be submitted to the exclusive jurisdiction of the competent court in Batumi, Georgia.
